Employees are accustomed to working in MS Access. And they didn't want to move anywhere.
The performance of the old system was very small and every month it slowed down more and more.
The functions of the old system were limited. For example, it was impossible to track down the time spent.
To transfer the entire system to new technologies, it would take several years.
